Functions

The Directorate General for Personnel Costs and Public Pensions shall exercise the powers legally conferred on the Ministry of Finance and Public Administration in relation to costs arising from measures concerning the active and passive remuneration of staff in the service of the State Public Sector, the staffing of government bodies, regulatory proposals and the management of State Passive Classes, together with measures concerning interrelations between the various public pension systems. Its main responsibilities in this regard include:

  • a) Regulatory functions and those concerning the study, reporting and control of remuneration, indemnities and other measures that could have economic consequences for staff of the state public sector.
  • b) The design of personnel cost policies and general criteria applicable to remuneration.
  • c) The analysis and quantification of personnel costs in order to draft the relevant report and proposal for their inclusion in the State Budget.
  • d) Consideration of proposals for the approval and modification of job lists, and the study of staffing of organic structures of the State Administration.
  • e) Authorisation of the payroll of collective agreements of staff for whom budgetary regulations allow for this procedure, together with the necessary report for amending their pay conditions under the terms of said regulations.
  • f) Study of the organic structures of the State Administration from the point of view of cost efficiency.
  • g) Prior authorisation for decisions, agreements, conventions, agreements or arrangements resulting in increased public spending on personnel costs.
  • h) Approval of the hiring of staff on a fixed or temporary basis and the appointment of temporary civil servants within the state public sector, where applicable.
  • i) Management of the registration of executive staff of the State Public Sector.
  • j) The recognition, management and proposal of the payment of pensions under the Passive Class System, those provided for in special legislation relating to the Spanish civil war, and other benefits, indemnity, grants and advances that fall within the scope of its powers, together with the functions of information and citizens' advice.
  • k) The analysis, scheduling, quantification, and monitoring of loans under Section 07 of the State Expenditure Budget, together with any others assigned to it in relation to social benefits.
  • l) The study, reporting and, where appropriate, proposal of budgetary regulations governing pension systems classed as public to ensure their consistency and compatibility, and the proposal of regulations governing the passive class and special pension system.
  • m) The processing, proposal and, where appropriate, resolution of complaints and appeals lodged against acts that fall within the scope of its powers in relation to pensions, aid or indemnity.
